Yes it says so on the description of the image.
"This is a multiple exposure shot taken @ f/25. Both images were merged using Photoshop with Lightroom for RAW conversion %26amp; adjustments. I also used a cokin filter to add some colour to the sky when shooting."

It tells you on the right of the image how it was made, Photoshop was used as part of the process.
