Can acrylic paint be used to paint a mural on top of a wall that has been painted using oil based paint? I am painting my room blue with oil paint and i want to paint some planets and stuff over it with acrylic,but the wall itself is being painted with oil paint.

No!
Never use Acrylics over Oils. They dry at different speeds therefore the Acrylic (which dries at a faster speed) may make the oils crack or move in some other undesirable manner.
Suggestion? How about sanding the area(s) down to the bare Sheetrock, where you'd like to add planets etc. in the approximate size that you want them to be...but not too much larger, and definitely not smaller as you don't want to overlap the oils with Acrylic.
If the oil paint is removed from the areas where you want to put planets, it will be fine to use Acrylics. Touching up with the oils as necessary; once the Acrylic has had time to dry.
I hope I haven't confused or over-elaborated on the simple answer of no :)

You could always paint the planets before painting the Wall Blue with Oils then whatever blue oil paint that runs into your Acrylic planets can more than likely be just rubbed off of them with a small rag that has a tiny bit of turpentine. Also by putting a very thin coating or wash of blue background color over the completed planet(s) would push them INTO the painting, harmonizing, making them look as though they belong, instead of having that pasted on look that objects drawn/painted with very sharp edges tend to possess.

Reply:You CAN paint acrylics over a wall painted with oil paint IF you sand the area once it's dry, and apply a good household primer (from the hardware store) that's meant to cover oil paint. The labels will tell you which one works best.
To sand just the area you need, tape around the shape with masking tape - use a couple of layers so you don't sand through. Or - just repaint the areas you've sanded after your planets are painted.
Lastly, there's no reason you couldn't paint your planets in artists' oil paint.
